[CryptoParty] Separate list for policy discussions

During the previous days, I had asked to avoid certain discussions on
this list. I understand that's not the best situation, because it smells
like censorship.

The reason is that this server kuix.de is connected to me, I also use it
for work stuff, and I'm simply worried that I could be made responsible
for the contents on the public list archive.

Nevertheless, it might be beneficial to have a place where everyone
could discuss openly without restrictions.

There's good news!

A separate discussion list has been setup for policy discussions, hosted
on servers in Iceland.

I'd like to suggest that all policy discussions related to CryptoParty,
should take place on this new list:
http://cryptoparty.is/cgi-bin/mailman/listinfo/policy-list

(If you get a 404, restart your browser, the IP of cryptoparty.is has
changed. New IP is 93.95.227.196)

In order to minimize chaos, for now, this list cryptoparty [at] kuix.de
can remain for all discussions that aren't about policy. However, it
should eventually get migrated to the Icelandic server, too.
