[cp-global] Ticketvouchers for 38C3

Hello everyone,

CCC recently published the 38C3 announcement. It will once more be in 
Hamburg from 2024-12-27 to 2024-12-30 [1].

Details regarding ticket sales have not been published yet but I assume 
they'll stick to the voucher system (see [2] for last year's Congress). 
If you'd like to get a voucher, please send me an email and I'll put you 
on the list. Once I received vouchers I'll email you.
