No, OpenPGP is a *standard* (https://tools.ietf.org/html/rfc4880). You 
probably thought of GnuPG.

I don't think that it makes sense to create logos for single applications (OK, 
it may be useful from the perspective of their creators / distributors but not 
for a general movement). I want people to use OpenPGP. I want "more" public 
visibility for OpenPGP. I am not going to say "Use GnuPG, use GnuPG!". If 
someone asks me which OpenPGP implementation he should use then I would 
suggest to use GnuPG. But that is quite different and does not need a logo. 
Furthermore: Noone except the creators can seriously define a logo for an 
application. But for the promotion of the standard itself this is possible by 
the community.
