Certainly possible. Ideally, work to create such a VM would focus on the
build process, ie. you get a fresh VM every time you need one, even if
the underlying OS has been updated. As technology, vagrant comes to
mind: https://en.wikipedia.org/wiki/Vagrant_%28software%29

I don't know of any efforts around actually creating such a VM.
