[cp-global] Voucher for 36C3

Hi,

it is no longer possible to use a voucher unless it starts with "ANGEL".
That leaves anyone who I couldn't send a voucher with the public sale:

The voucher phase of the presale is over. Only angel voucher can be
redeemed at this time, and all replication has stopped. You'll be able
to buy tickets during our open presale dates:

    8. November 2019 12:00 CET
    10. November 2019 17:00 CET
    21. November 2019 21:00 CET

If for some reason someone has a ticket too many, please drop me an
email and I'll put you in contact with someone from my waiting
list...which still have more than a dozen people without a ticket.

Also, if you're on my waiting list and manage to get a ticket in the
public sale, please let me know, too, so I can remove you from the list.
